Add WeChat intracity (same-city) delivery service APIs including:
- Store management: Apply, Create, Query, Update store
- Payment: StoreCharge, StoreRefund, QueryFlow, BalanceQuery
- Order management: PreAddOrder, AddOrder, QueryOrder, CancelOrder
